Help with tips to get weel in place

Hi
I have used spännelement 8 mm from manotronics shop but this does not work anymore because my motor axel is now like 7 mm after some hard work. I have tried to weld but cant get spännelement stuck. (Maby to less temp with my small gas oxygen welding)

I also tried 2 komponent glue but this does not work. Any ideeas How to get my weel in place? One side still working with spännelement.
 
Make/mill a tightfit Brass zylinder and heat it before shrinking it on, to get the original 8mm or 8,1 back.
Unfortunately, you have to get the shaft of the drivemotor out to process it in a milling machine.

Another way would be to make a new piece of zylinder with a cut in it for the "Spannelement" that suits 7mm and just put it in.
But you would like to machine the shaft anyway?
