Charging The Battery

Hello,
I'm using PCB 1.2 where I have soldered adjustable voltage regulator (LM350T) with the potentiometer to the board. http://wiki.ardumower.de/index.php?title=Ardumower_PCB#PCB_jumpers During only powered by the battery (external battery charger is not connected) in order to power the PCB (Arduino and other equipment in the board) JP6 and JP7 has to be closed, but were as on the website it has to be connected either one. Is this method is correct? because I have check that if I use either one board will not get powered.
When I connect to external charger voltage of the battery drops drastically.
Is it necessary to connect adjustable voltage regulator (LM350T)?
Jumper JP5 and JP4 which has to be connected?
Since I should connect both JP7 and JP6 both has to connect to power the PCB, is this method is correct?
Should I short circuit resistor R19?
Kindly help me for these questions.
