Always 24v

Hello.
Voltage 9v regulation...
I have always 24v on OUT voltage regulator.
I try to turn in the two possibles rotation , but always 24v instead of 9v.
?
No jumper on jp1. Jumper on P20

Can you add pictures from both sides of the PCB of the voltage regulation zone (like shown) and a pictures when the regulator is placed.
Maybe there is some shortage on the pcb or the placement is wrong.

Is the 24V LED on at the board?

Don't add the jumper in JP1 as long as you don't have stable 9V on the out site.

I have replace the converter.

No. It was my converter. It was kaput
